最大的心愿

桂花婆（匿名）年逾七旬，她最大的心愿，是让已经是青少年的两个孙子成为马来西亚公民。
生于斯，长于斯。手握蓝色身份证，或许对需要的大马公民来说，是如此日常且理所当然。

在马来西亚，无持有身份证者的处境，正如电影《富都青年》的主角阿邦（无国籍人士）的境遇：无法享有普通公民的权益，也即将失去接受医疗、教育和就业机会，因而遭到社会的排斥和歧视。

在资源匮乏的70年代，桂花婆和丈夫让儿子拥有身份证，使他拥有马来西亚公民的一切便利，是何等平凡不过的事。如今，她不明白，儿子和外籍人士未婚就生下两名孩子，间接导致孩子们失去公民权。

某天，儿子病逝，外籍媳妇随即离家出走，不告而别。自此，桂花婆承担抚养这两兄妹的责任，同时也多方求助，希望有生之年，她可以见证孙子成为马来西亚公民，但一直事与愿违。

2023年8月28日，“7979幸福巴士-送暖到你心”同工和志工来到文冬，为文冬新藤事工7979全人关怀站（简称“关怀站”），服务当地年长者。年事已高和家庭收入偏低的桂花婆是其中一名受惠者，她便借机向志工倾诉她的困境。从此，关怀站志工定期探访桂花婆，时时关心她一家。活动结束后，梁韵薇师母为桂花婆预约7979法律咨询服务，张菲倩律师根据其情况，并提供了对应的公民权申请程序。

对无国籍人士申请公民权一窍不通的邓耀晖牧师和梁韵薇师母开始根据张律师提供的资讯，领着桂花婆踏上申请公民权之路。2024年5月，他们迎来新的曙光：内政部来信，小孙女的审核获准，其兄长的公民权也在处理中，相信很快可以双喜临门。桂花婆雀跃，感谢教会给予的支援。随着兄妹俩获得公民权，已辍学的他们可以如常的工作，为家庭和社会带来贡献。关怀站顺利完成桂花婆最大的心愿。

资讯的匮乏往往使弱势家庭面对更严峻的生活挑战，若不及时预防与介入，后果不堪设想。虽然桂花婆并非7979五大服务方案的受惠家庭，但是7979全人关怀救助社服网络也为关怀站提供法律咨询服务，让关怀站得以顺利为弱势家庭获得切实的保障。

Gui Hua Po (anonymous) is over 70 years old. Her biggest wish is to let her two grandchildren,  who are already teenagers, become Malaysian citizens. Born here, raised here and holding a blue ID card may be so common and natural for Malaysian citizens. In Malaysia, the situation of those who do not have an ID card is just like the situation of Abang (a stateless person), the main character of the movie "Abang Adik": they cannot enjoy the rights of ordinary citizens, who will lose the opportunity to receive medical care, education and employment, and will end up being marginalised and discriminated by society.

In the 1970s when resources were scarce, it was an easy thing for Gui Hua Po and her husband to give their son an identity card, giving him all the conveniences of a Malaysian citizen. Now, she does not understand why her son's two children who were born out of wedlock with a foreigner had indirectly led to the children losing their citizenship.

One day, following her son's deceased, her foreign daughter-in-law ran away from home without saying goodbye. Since then, Gui Hua Po has taken on the responsibility of raising the two siblings. She has also sought help from many sources, hoping that she can witness her grandsons becoming Malaysian citizens during her lifetime, but this has not been the case.

On August 28, 2023, the "7979 Bas Bahagia - Delivering Warmth to Your Heart" ministry co-workers and volunteers came to Bentong to serve the local elderly for the Bentong New Vine Mission 7979 Holistic Care Station (hereinafter referred to as the "Care Station"). One of the beneficiaries was Gui Hua Po, who was old and had a low family income. She took the opportunity to confide her difficulties to the volunteers. Since then, the volunteers of the Care Station have visited her regularly and cared for her family from time to time. After the event, Sister Adrienne New made an appointment for her to use the 7979 legal consultation service. Based on her situation, Lawyer Zhang Fei Qian provided the corresponding citizenship application procedures.

Rev. Parry Tang and Adrienne New, who knew nothing about the citizenship application for stateless persons, began to lead Gui Hua Po to apply for citizenship based on the information provided by Lawyer Zhang. In May 2024, they welcomed a new dawn: a letter from the Ministry of Home Affairs stated that the application of the granddaughter was approved, and the citizenship of her brother was also being processed. I believe that they will soon have double happiness. She was overjoyed and thanked the church for their support. With the siblings obtaining citizenship, they can work as usual after dropping out of school and contribute to their family and society. The care centre successfully fulfilled Gui Hua Po's greatest wish.

​Lack of information often makes underprivileged families face more severe challenges in life. If timely prevention and intervention are not carried out, the consequences will be disastrous. Although Gui Hua Po is not a beneficiary family of the five major service programs of 7979, she is still eligible to enjoy the legal consultation services provided by the 7979 Holistic Care Network to every Care Station, which is to ensure the welfare of the underprivileged families were protected.
